Loomis Log #9 is one of the two recordings hidden in Chapter 2 — Main Street, the commercial strip Michael stalks after the road into town. It is one of the eleven Loomis Logs in the 14-recording story collection, and the easiest one to route on this map because it shares a stop with a story target.

Once free exploration opens up in Main Street, make for the A-Side Music Store — the same stop where you find and kill Tanya, so the two objectives share a single visit.
The recording waits in the back of the store, on the far side from the entrance.
